Fish-ticket Market Categories and Sampled Species
This exposé only applies to Pacific Fishery Management Council (PFMC) reports.
Each rockfish landing may, and usually does, include more than one species. There are many different types of rockfish landings, some very general categories consisting of many species, and others not as general but consisting of two or more species. These landings are recorded on fish-tickets and are identified within the PacFIN system with names such as: "unspecified slope rockfish", "nominal yellowtail rockfish", and "unspecified small reds rockfish". This datum within the fish-ticket table, or file, is known as a fish-ticket market category, or "category" for short.
These rockfish market categories are sampled regularly. One of the results of this sampling are proportions that describe the composition of these various categories in terms of the actual species observed. This rockfish market category sampling occurs in various ports and for distinct harvest gear-types producing proportions for individual species by port (or port group), gear (or gear group), and month (or quarter). For some PacFIN data sources area is also a sampling dimension.
One of the features of the PacFIN system is that it combines monthly summations of rockfish market-categories with corresponding species composition proportions producing the best estimate of catch for individual species where possible. If all possible combinations of market category, gear-type, port, month, and area (where applicable) were actually sampled, then the resulting PacFIN reports would contain catch for only individual scientifically defined species. As it is, there are situations that result in unsampled strata. The fact that there are unsampled strata results in the situation that each PacFIN report potentially includes statistics for both individual species as well as market categories. As an example: the 1999 PFMC reports show a coastwide catch of 3,144 metric-tons of widow rockfish and a coastwide catch of 793 metric-tons of nominal widow rockfish. Another example: the same report shows coastwide catch of 1,724 metric-tons of yellowtail rockfish and a coastwide catch of 1,011 metric-tons of nominal yellowtail rockfish.
The PFMC Quota Species Monitoring (QSM) Best Estimate Report (BER) presents somewhat of a different situation than the standard reports such as 001, 002, etc. Since the purpose of the BER is to provide the best estimate of catch for certain species managed using an optimum yield, or harvest guideline, the estimated catch for an individual species and its corresponding nominal market category are combined when displayed on this report. As an example, for widow rockfish (Sebastes entomelas) shore-side reported catch for 1999 was 3,111 metric-tons and the 1999 catch still classified as nominal widow rockfish catch is 793 metric-tons. These combined together produce the best catch estimate of 3,904 metric-tons for widow rockfish for 1999.
